- Individuals that do not own land and earn income from casual labour.
- Individuals with a Kisan Credit Card with a limit of Rs.50,000 or more.
- Individual households with a disabled member.
A priority list is also prepared by the Government for SC/ST/Village Sabha/UT and sent to the respective Gram Sabha for verification. The verified list is published according to the target assigned for each Gram Sabha.
